第九屆國際電子廢棄物回收會議(The 9th International Electronics Recycling Congress)在奧地利Salzburg國際會議中心舉行，係為了附合歐盟法令WEEE 及ROHs，促進國際電子廢棄物回收各洲區域間的相互交流會議，同時藉由區域性和整體性的合作關係以提昇國際電子廢棄物回收，而共同組織成立國際電子廢棄物回收會議(The International Electronics Recycling Congress)。歐盟法令規定歐盟各國電子製造商負責回收處理電子廢棄物(WEEE)，但在回收集中後分類時，業者必需有效區分產品需處理、回收或再利用，遵守WEEE回收法規。
我因擔任 The Steering Committee of the International Electronics Recycling Congress 之執行委員會委員，每年必需出席2次執行委員會會議。因此，於學期上課結束與期末考後，於1月17日深夜由台北出發，經由德國法蘭克福轉機並過夜後(1月18日)，於1月19日下午抵達奧地利Salzburg，展開6天5夜奧地利之旅。行程如下:

1月19日當晚The Steering Committee of the International Electronics Recycling Congress 於Sheraton Hotel “K+K Restaurant am Waagplatz” 餐廳設宴接風，老友相見格外親切，除互道近況外，並介紹新委員及大會準備之情形。餐會後隨即赴the congress center of Salzburg舉行第一次執行委員會(1st SC Meeting)。
我因曾於1998-2000年擔任環保署廢家電回收管理基金委員會主任委員，期間建立我國廢家電回收管理制度，並與歐盟各國電子學者/製造商熟悉。目前擔任環保署資源回收管理基金委員會委員，也因而被國際電子廢棄物回收會議邀請擔任 The Steering Committee of the International Electronics Recycling Congress 之執行委員會。
第九屆國際電子廢棄物回收會議舉辦相當成功，在金融風暴影響下，且在高額註冊收費下，吸引超過33國家400代表出席以及38 exhibition booths。圖1 為開幕式全體執行委員上台接受簡短之介紹情形，我當時發言之情形。

第九屆國際電子廢棄物回收會議(The 9th International Electronics Recycling Congress) ，主題為調和歐盟各國附合歐盟法令WEEE 及ROHs，並促進國際電子廢棄物回收。註冊費用相當昂貴，我因為執行委員會委員，獲半價優待，其註冊費用表列如下:

四、會議內容：
國際電子廢棄物回收會議(The International Electronics Recycling Congress) 執行委員會成員以歐盟的會員國為主體，包括Belgium、Switzerland、Netherlands與Germany、Spain、France、日本、Sweden以及USA等18 位委員中，我為唯一之非歐盟會員國的執行委員會成員以及亞洲區第二位執行委員。執行委員會主席為Dr Viktor Haefeli。會議地點是在奧地利Salzburg之國際會議 ( Salzburg Congress)舉行，今年我除出席兩次執行委員會會議，並擔任1月20日Session 2: Eco-label & Auditing Session Chairman，其會議內容如下：

五、會議感想：
本次會議內容包含四大部分：(1) 會議主題演講及論文研討、(2) 展示會、(3) 新任執行委員會選舉、(4) 參訪工廠，各部分內容概述如下：
(1)會議主題演講及論文研討
此次會議，很高興擔任1月20日Session 2: Eco-label & Auditing Session Chairman，中包括。
(2) 展示會
大會 於1月20日在大會揭幕後，於奧地利Salzburg國際會議中心2樓展開展示會，
今年參與展示之廠家有27家，似乎受到金融風暴之影響並不大，群眾依然擠滿整個展示
會場。
(3)大會晚宴
大會晚宴於1月21日晚在奧地利Salzburg國際會議中心3樓舉行，晚宴名為現代熱情之夜與去年之romantic “Mozart” evening完全不同 ，從圖3與圖4 照片可受到大會晚宴之片段，真是一另人難忘之夜晚。

(4)新任執行委員會選舉
執行委員會於2010年1月21日晚宴正式介紹與執行委員會成員見面，代表日本之Takao Araki教授將退休，今年新加入為代表日本之Prof. Yasuhiro Tsugita。 並於電子廢棄物回收會議(The International Electronics Recycling Congress) 執行委員會會議中，選出成為新任執行委員，之後立即參加執行委員會會議。

(5)參訪工廠
2010年1月22日參訪共有四種行程，分述如下:

我因上兩次參訪第三項行程及廢家電冰箱回收廠AVE 覔sterreich GmbH/ SEG Umwelt-Service GmbH, Timelkam，因此本屆未報名參加。
六、出席會議心得及建議：
(1)此次國內出席人員除我之外，還有緯創公司林總經理等四人，在各主要國家出席人數相比偏低，而新加坡及歐洲國家則出席踴躍，他們均抱學習與了解歐盟法令WEEE 及ROHs而來。
(2)我於1月20日擔任Session 2: Eco-label & Auditing Session Chairman。其中包括以下兩篇文章
“Implications of EPEAT for electronic recyclers in the EU”, Wayne Rifer, Green Electronics Council, USA“Enforcement and compliance monitoring of e-scrap recovery and reuse”, Randy Mott, CHWMEG Inc., Poland (3)此次會議很高興遇到緯創公司林總經理等四人，緯創公司規畫在歐洲及中國大陸設立數座廢家電及廢資訊回收廠，回收緯創公司產品。
(4)此次，針對電子廢棄物回收科技現階段重要主題並展望未來的發展方向，顯示歐盟會員國間的回收差異甚大，再加上會員國間的法規亦不相同，但大家均朝向遵守歐盟法令WEEE 及ROHs而努力。
